Any administrative body that is nominally independent but relies on government funding; for example, the British Council (1935), the Equal Opportunities Commission (1975) in the UK, and the Environmental Protection Agency (1970) in the USA.
The growth of quangos in the UK represented one aspect of the Conservative government's (1979–97) policy of reducing the size of the central government machine.
Local quangos include housing associations, training and enterprise councils (TECs), universities, grant‐maintained schools, and NHS trusts. Quangos have been criticized for a lack of popular accountability, and face few of the statutory obligations that apply to local authorities; they do not have to open their meetings to the public or publish auditor's criticisms, and members are not liable to be surcharged for misconduct.
A number of quangos (such as the Location of Offices Bureau) were abolished by the Conservative administrations of Margaret Thatcher and John Major from 1979.
